The service you will work in….

The Rough Sleepers Refugee Service is dedicated to providing essential support to individuals who are at risk of homelessness or currently experiencing homelessness, with a particular focus on single refugee individuals. Our mission is not only to prevent or relieve homelessness but to help individuals successfully integrate into stable housing and their local community, enabling them to rebuild their lives.

We aim to ensure that every intervention leads to a positive outcome in securing permanent housing and providing the support necessary to sustain it in the long term. We collaborate with a wide range of partners, including private landlords, local authorities, and non-statutory organisations, to ensure that our clients receive the housing, resources, and guidance they need to thrive.

A day in this role looks like….

As a Team Manager at Hestia, you will play a crucial role in our Homelessness service. Your contributions will directly influence the lives of our service users, guiding them towards a path of empowerment and independence.

A day will never look the same and some of the things you can expect to do/be responsible for are:

  • Service Delivery & Outcomes: Ensure support is focused on achieving key outcomes, including preventing or relieving homelessness, integrating individuals into their new community, and sustaining tenancies for at least eight months.
  • Referral & Case Management: Oversee the referral process, ensure accurate data input, and allocate cases effectively among the team. Hold a caseload if required.
  • Financial Oversight: Manage daily financial transactions, track budgets, and prepare reports. Work closely with the finance team and external partners to ensure timely and accurate payments.
  • Team Leadership & Compliance: Provide guidance and supervision to staff, students, and volunteers, ensuring compliance with legislation, governance, contract requirements, and internal policies.
  • Housing & Welfare Expertise: Offer specialist guidance on housing and welfare legislation, keeping the team informed of relevant legal and policy updates.
  • Performance Monitoring & Reporting: Lead on internal and external reporting, ensuring performance data is accurate and aligned with contract requirements. Identify and implement strategies to address any underperformance.
  • Stakeholder & Partnership Development: Build and maintain strong working relationships with local authorities, landlords, and other housing providers to expand housing options and improve service outcomes.
  • Property Procurement & Compliance: Ensure all procured accommodation meets health, safety, and building regulations while securing relevant housing options for service users.
  • Information Management: Maintain accurate records in compliance with GDPR, ensuring all client interactions and service data are properly documented for evaluation and reporting.
  • Health & Safety: Adhere to workplace safety protocols, including Lone Working and Fire Safety, and ensure the safety of staff and service users.

  • Sales & Negotiation Expertise: Highly developed sales and relationship-building skills, specifically in the private rented sector. Experience in engaging landlords, local authorities, and key partners to negotiate agreements and secure housing solutions for clients in need.
  • Team Leadership & Development: Proven experience in leading, supervising, and motivating teams, including conducting inductions, delivering training, managing team dynamics, and fostering a collaborative environment that drives positive outcomes.
  • Partnership Building & Negotiation: Proven ability to build and maintain strong external relationships with agencies, landlords, and other stakeholders. Skilled in negotiating to secure beneficial partnerships that enhance service delivery and ensure positive housing outcomes.
  • Experience with Private Rented Sector Accommodation: Demonstrated ability to secure accommodation within the private rented sector, including negotiating rental agreements, managing landlord-tenant relationships, and staying up-to-date with local rental markets and trends.
  • Homelessness Prevention & Relief: Hands-on experience in preventing and relieving homelessness, with a proven track record of implementing tailored interventions and support strategies that result in successful outcomes for individuals at risk.
  • Service Management: Strong background in managing services for vulnerable individuals, ensuring the coordination of support, adherence to service standards, and the achievement of positive outcomes.
  • Knowledge of Housing & Homelessness Legislation: Strong understanding of key legislation, including the Homelessness Reduction Act, Housing Act, and welfare benefits legislation, along with familiarity with welfare reform and Health and Safety regulations.
  • Safeguarding Knowledge: A solid understanding of safeguarding issues and the ability to address them effectively, ensuring the safety and well-being of all individuals involved in line with policies and procedures.
  • Collaborative & Organisational Skills: Ability to coordinate efforts across multiple teams or agencies, ensuring tasks are completed within timelines and to specification, with excellent communication, organisation, and leadership skills.
  • Self-Motivation & Time Management: Strong ability to work under pressure, prioritise tasks effectively, and stay self-motivated to manage a dynamic workload.
  • Numeracy & Literacy: Proficient in handling data and documentation, ensuring precise record-keeping, creating clear and comprehensive reports, and effectively interpreting both numbers and text.
  • Flexibility & Availability: Willingness to work flexibly, including occasional out-of-hours work and travel, to meet the evolving needs of the service.
